Upon completion of the training, attendees will be able to: 1. Explain the expansion of minor consent laws to include treatment for injuries caused by intimate partner violence, with clarity on what to advise a teenage client who says in therapy that he or she has been injured as a result of such violence, as well as the obligation to report child abuse; 2. Articulate how gaps in state law addressing the involuntary hold processes (5150 patients) create concerns for those involved in the medical clearance step and confusion over the 72 hour clock; 3. Describe how the law has changed regarding an individual’s right to own or purchase a firearm if they have been hospitalized more than once in a 365 day period of time; 4. Explain to teen-aged patients how minor consent law permits them in certain circumstances to consent to their own medical care, including outpatient behavioral health services; 5. Describe how the 2017 regulatory change to SUD confidentiality laws (42 CFR Part 2) impacted what must be on a consent form before Part 2 SUD information can be released to a third party, and how that might change if the August 2019 proposed Final Rule is adopted; and 6. Educate other non-treating provider members of a homeless outreach “high utilizer” multi-disciplinary team the form of patient consent that must be in place before behavioral health providers are permitted to share confidential behavioral health information with other non-treating provider members of the team. Continuing Education APA: The San Bernardino County Department of Behavioral Health is approved by the American Psychological Association to sponsor continuing education for psychologists. The San Bernardino County Department of Behavioral Health maintains responsibility for this program and its content. This course is offered for 5.5 continuing education credits for psychologists. CAMFT: The San Bernardino County Department of Behavioral Health is a CAMFT Approved CE Provider #84541. This course meets the qualifications for 6 hours of continuing education credit for LMFTs, LCSWs, LPCCs, and/or LEPs as required by the California Board of Behavioral Sciences. CBRN: The San Bernardino County Department of Behavioral Health is approved by the California Board of Registered Nursing under Provider Number CEP-15400; training approved for 6 contact hours. CCAPP: Provider approved by CCAPP-El, Provider Number 2S-18-295-0220, for 6.5 CEHs. DBH and Contract Agency staff may register and obtain webinar login credentials on Relias. I am pleased to officially welcome Tamara Weaver to the position of program manager II in the Adult Criminal Justice division effective March 23, 2020.
Ms. Weaver earned her master of social work from Loma Linda University in 2006, as well as a master of public administration from Arizona State University in 2016. Ms. Weaver has been a Licensed Clinical Social Worker since 2009. Ms. Weaver began her career with San Bernardino County in 2002 as a mental health specialist with Cultural Competency, Training/ Recruitment/Retention and Outreach (CCTRO). She also worked in the Ujima and Mesa Clinics. In 2006, she promoted to clinical therapist I for the Jail Mental Health Services Program and transitioned to the Needles Clinic 2010. In 2015, Ms. Weaver promoted to mental health clinic supervisor and remained at the Needles Clinic, and in 2016, she transitioned to the Phoenix Clinic. In 2019, Ms. Weaver became the chief quality management officer. In her early years with the Department, Ms. Weaver successfully completed the DBH 50/50 MSW Intern Program and completed her internships at the Nueva Vida Clinic and Jail Mental Health Services program. Additionally, she completed the National Health Service Corps. During her time in Quality Management, Ms. Weaver coordinated and executed EQRO and the Triennial State Review. Ms. Weaver is overseeing the Choosing Healthy Options to Instill Change and Empowerment (CHOICE) Programs that are co-located at the Probation Day Reporting Centers in Fontana, San Bernardino, and Victorville, Barstow Probation Office and ACJ Clinic in Colton. Ms. Alsina earned a bachelor of arts in psychology at Chaminade University of Honolulu, a master of business administration at the University of Redlands, and is currently completing the Alcohol and Drug certificate program at San Bernardino Valley College. Ms. Alsina also completed the Department’s Leadership Development Program and San Bernardino County’s Management Leadership Academy. Ms. Alsina began her career with the County in 2007 as a public service employee with the Office of Cultural Competence & Ethnic Services (OCCES). She promoted to a social worker II the following year. In 2011, she promoted to a staff analyst I and in 2013 she promoted to a mental health education consultant in OCCES. In 2013 she oversaw Alcohol and Drug Services as an acting program manager I and promoted to program manager I in 2014. As a program manager I, Ms. Alsina started the Family Stabilization Program, a collaboration between the Department and the Transitional Assistance Department. Ms. Alsina also has collaborated with community based and county partners to implement Drug Medi-Cal Organized Delivery System (DMC-ODS) services, share best practices and improve quality of care. Ms. Alsina will continue overseeing SUDRS Administration including all Department of Health Care Services (DHCS) monitoring, DMC-ODS EQRO and the DMC-OD NACT, Cal-WORKS and Children and Family Services (CFS) Programs related to case management and SUD treatment.
