On behalf of the Department of Behavioral Health (DBH), I am pleased to officially announce the appointment of William Oglesby, Psy.D, as Deputy Director of the Criminal Justice Substance Use Disorder and Recovery Based Services Division effective Sept. 26. Dr. Oglesby earned his Master of Education degree in counseling and guidance from the University of Montevallo and his master’s and doctoral degrees in clinical psychology from Alliant International University. Dr. Oglesby previously served as the Executive Director of the Psychiatric Inpatient Program at the California Institution for Women, California Correctional Health Care System, having worked for the agency in various roles for nearly four years. His extensive 12-year career in correctional mental health includes working as a Senior Psychologist Supervisor at Valley State Prison in Chowchilla and coordinating the continuity of care for persons sentenced under AB109 at the Substance Abuse Treatment Facility and State Prison in Corcoran. Prior to moving to California, Dr. Oglesby worked both as an administrator and as a substance use disorder and mental health treatment service provider in Florida with the state’s Department of Corrections and other correctional vendors. In addition, Dr. Oglesby has worked as a substance use disorder and mental health service provider in his local community. As a key member of the DBH Executive Management Team, we look forward to Dr. Oglesby’s leadership and professionalism as we strive to meet the department’s VISION of promoting wellness, recovery, and resilience for the residents of San Bernardino County. I am pleased to officially welcome Jennifer Alsina to the position of program manager II of Substance Use Disorder and Recovery Services (SUDRS) effective July 4, 2020.
Ms. Alsina earned a bachelor of arts in psychology at Chaminade University of Honolulu, a master of business administration at the University of Redlands, and is currently completing the Alcohol and Drug certificate program at San Bernardino Valley College. Ms. Alsina also completed the Department’s Leadership Development Program and San Bernardino County’s Management Leadership Academy. Ms. Alsina began her career with the County in 2007 as a public service employee with the Office of Cultural Competence & Ethnic Services (OCCES). She promoted to a social worker II the following year. In 2011, she promoted to a staff analyst I and in 2013 she promoted to a mental health education consultant in OCCES. In 2013 she oversaw Alcohol and Drug Services as an acting program manager I and promoted to program manager I in 2014. As a program manager I, Ms. Alsina started the Family Stabilization Program, a collaboration between the Department and the Transitional Assistance Department. Ms. Alsina also has collaborated with community based and county partners to implement Drug Medi-Cal Organized Delivery System (DMC-ODS) services, share best practices and improve quality of care. Ms. Alsina will continue overseeing SUDRS Administration including all Department of Health Care Services (DHCS) monitoring, DMC-ODS EQRO and the DMC-OD NACT, Cal-WORKS and Children and Family Services (CFS) Programs related to case management and SUD treatment.
